Ministerial Conference "Innovation and Solidarity"

A high level strategic meeting held with the cooperation of the European Commission aiming to draw conclusions on how to improve access to medicines. The Ministerial Conference will be held on 23 – 24 September 2010.

The primary goal of any health care policy should be to maximise the health of the population within the limits of the available resources, and within an ethical framework in which equity and solidarity principles are included.

A main challenge for the EU pharmaceutical policy is to pursue all objectives at the same time – increasing quality, improve access and controlling costs. Stimulating true and valuable pharmaceutical innovation is a major tool in the achievement of these combined objectives.

It is proposed that a coordinated EU policy should aim at fostering valuable innovative pharmaceutical products and make them accessible to all EU citizens who are in need of these products. This policy should create an environment whereby:

  • The research for valuable innovation and its development are optimally stimulated and facilitated
  • The magnitude of innovation and the medical need can be measured using logic structures, transparent processes, and reliable and valid criteria.
  • Valuable drugs are valorized and made accessible to all patients that need them.
