A. Requesting a duplicate for an equine animal located in Belgium and whose initial identification document was delivered by an issuing body in another Member State

 
1. The loss of the identification document is reported to the CBC ( Confédération belge du cheval) through HorseID (Belgian database) by the keeper of the equine animal, who signs a declaration of loss of the document;

2. The CBC asks for an identification control by a veterinarian approved in Belgium (transponder and Diagrams);

3. The CBC sends an application for a duplicate to the foreign issuing body that issued the initial identification document with a copy of the Belgian identification file;

4. The original issuing body assesses the application and carries out the necessary controls;

5. The original issuing body sends the duplicate to the Confédération Belge du Cheval :
-        either the PPV : PaardenPunt Vlaanderen, Belgicastraat 9/3, 1930 Zaventem;
-        or the CWBC : Confédération Wallonie-Bruxelles du Cheval  rue des Champs Elysées 20, 5590 Ciney.
 
6. Upon receipt of the duplicate, the CBC updates the HorseID database and the health status of the equine animal in the duplicate (6-month suspension or exclusion). It also applies its stamp in Section 1, Part C of the identification document;

7. The CBC sends the duplicate identification document to the keeper.
 
 

B. Requesting a duplicate for an equine animal located in another Member State and whose initial identification document was delivered by a Belgian issuing body

 
B.1: The initial document was issued by a Belgian breed society

The application is sent directly to the relevant Belgian breed society.

B.2. The application for a duplicate relates to an equine animal without recorded origin

  1. The application is sent to the Confédération Belge du Cheval through info@horseid.be .

  2. The CBC sends an invoice to the keeper of the equine animal for the administrative costs of the control.

  3. Afterwards, the CBC electronically sends the keeper a control document to be completed by a veterinarian/authorised person in the country where the equine animal is located.

  4. The keeper returns the completed document to the CBC electronically.

  5. If the identity of the equine animal is confirmed, the CBC issues a duplicate excluding the animal from the food chain and sends the document:

  • either to the keeper of the equine animal;

  • or to the competent authority of the Member State where the equine animal is located;

depending on the procedures in place in the Member State that applied for the duplicate.
