Writing a federal report requires the participation of several partners. Environmental reports are written by a supporting committee coordinated by DG Environment of the Health, Food Chain Safety and Environment FPS. The other members are:
- The Foreign Affairs, Foreign Trade and Development Cooperation FPS
- The Economy, S.M.E.s, Self-employed and Energy FPS
- The Finance FPS
- The Home Affairs FPS (only exists in French, Dutch and German)
- The Justice FPS (only exists in French and Dutch)
- The National Defence (only exists in French and Dutch)
- The Federal Institute for Sustainable Development (only exists in French and Dutch)
- The Science Policy (only exists in French, Dutch and German)
- The Management Unit of the North Sea Mathematical Models and the Scheldt estuary
- The Mobility and Transport FPS (only exists in French and Dutch)
- The Federal Agency for Nuclear Control (only exists in French and Dutch)
- The National Agency for Radioactive Waste and Enriched Fissile Materials (only exists in French and Dutch)
- The Interdepartmental Commission for Sustainable Development (only exists in French and Dutch)

A scientific committee was created to support DG Environment in preparing and implementing the reporting process. It is made up of eight members with scientific training, including one person from the National Institute of Statistics, one person from the Sustainable Development Task Force of the Federal Planning Bureau (only exists in French and Dutch), one person from the Science Policy PPS and one person from the DG Environment who shall chair the committee.

Other partners also provide information for the preparation of reports, these include:
- The Federal Agency for the Safety of the Food Chain (FASFC)
- The Royal Meteorological Institute
- The Royal Institute of Natural Sciences of Belgium
