The third pillar of the Aarhus Convention (.PDF) concerns public access to justice in environmental matters.
This is a right that should be as widely and as freely available as possible, just as is the case for the first pillar (access to information (HTML)) and the second pillar (participation to decisions (HTML)).
Anyone should therefore be able to use justice to denounce a failing in the law in the context of the Convention’s principles (access to information and participation in decisions) or - more broadly - a violation of environmental legislation.
What does DG Environment do?
As for the two other pillars of the Aarhus Convention, DG Environment's "Citizenship and Environment" team works to transpose the provisions of the Aarhus Convention into Belgian law. This concerns powers at federal level regarding access to information
