The EU strategy aims to:
- implement a waste prevention policy;
- consolidate its waste legislation by promoting its circularity in an environment free of toxic substances.
- strengthen provisions relating to the security, performance, accessibility and cost of waste materials.
The goal is to promote the creation of a functioning market for secondary raw materials in the EU.
The action plan also includes a series of measures to:
- limit the exportation of waste that has negative environmental and health impacts in third countries;
- combat environmental crime;
- support waste treatment activities in Europe, with a view to adding value to the single market economy.
