In this opinion, the Committee examines the question of whether it is ethically permissible for the government or public or private healthcare organisations to impose rules that prioritise certain care over others if the supply of care is insufficient to meet the demand of care, for example in an epidemic. For this opinion, the Committee, as an independent body, relied on its expertise, pluralism and interdisciplinarity, as well as the opinions of external experts
